Hail: the Texas roof tax
Texas has been the country's hail-damage capital for 11 straight years. In 2025, Texas recorded 902 major hail events, those with hail an inch or larger, out of 5,432 nationwide. Illinois was second with 375.
The claims follow. State Farm paid $1.4 billion in Texas hail claims in 2025, the most of any state, across about 95,200 claims averaging roughly $15,000 each. In 2026, the National Oceanic and Atmospheric Administration's climate extremes committee confirmed a new Texas record hailstone of 7.1 inches from Vigo Park.

The deductible law: no, a roofer cannot pay it
Under Texas Insurance Code Chapter 707, it is illegal for a contractor to waive, rebate or absorb your insurance deductible. The Texas Department of Insurance explains that:
- Roofing contracts of $1,000 or more that will be paid by insurance must include a notice about the deductible
- Your insurer may ask for proof that you paid your deductible
- You can report a contractor who offers to cover it to the Texas Attorney General at 800-621-0508
If a roofer offers to "take care of your deductible," they are either inflating the claim or planning to cut corners. Either way, walk away.
Texas contractors also cannot act as your public adjuster on a property they are repairing. They can give you an estimate, but they cannot negotiate your claim or advertise that they will.
Class 4 roofs and Texas insurance discounts: what is actually true
Many Texas roofing websites promise a fixed discount, often "20% to 35%," for Class 4 impact-resistant roofs. That claim comes from older rules. The Texas Department of Insurance now states that the discount amount for each impact class is set by each insurance company, and its consumer guide says each company decides what discounts to offer and how much.
To get whatever discount your insurer offers:
- The product must be tested and labeled under UL 2218, showing the manufacturer, brand, date and class
- Your contractor completes TDI form PC068, the roofing installation certificate, and you send it to your insurer
- Ask whether the discount requires accepting a cosmetic damage exclusion, which removes coverage for hail dents that do not cause leaks
In 2026, the department issued a bulletin encouraging insurers to offer meaningful, actuarially supported discounts for impact-resistant and FORTIFIED roofs. Call your insurer with the exact product name before you sign. The difference between insurers can be large.
Coastal Texas: the windstorm certificate
If your home is in an area served by the Texas Windstorm Insurance Association, a roof replacement must be certified by the Texas Department of Insurance to keep windstorm coverage:
- WPI-8: issued when the work is inspected during construction
- WPI-8-E: issued for completed work that a Texas-licensed professional engineer inspects afterward
- Exempt: repairs under 100 square feet that do not involve the roof decking
Since June 1, 2020, the department has issued all of these certificates. Make sure your roofer schedules the inspection before the deck is covered, because certifying after the fact costs more.

Texas does not issue a state roofing license. - A local address and a track record you can verify
- Proof of general liability insurance, and ideally workers' compensation
- A written contract that includes the deductible notice for insurance jobs
